The simple answer is that the custom order would be broken immediately when you switch to another view. And it becomes even more complex if every single team member should be able to have their own custom order. 

Sort options is the answer
Instead of a custom order you can choose between 4 sort options:

  • Alphabetic
  • Assigned to
  • Deadline
  • Newest first

You can of course combine this with the powerful search option. And along with splitting up the todo list in smaller sections with the categories, you have a quite useful setup.
